On behalf of its shareholder, the Departmental Council of Reunion Island, Énergies Réunion carried out the energy audit of the Palais de la Source. This mission is a key step in the energy transformation of this emblematic building in the Department’s estate.

An approach at the heart of regulatory challenges

In a regulatory context strengthened by the Tertiary Decree, the Departmental Council of Reunion Island wanted a complete energy analysis of the Palais de la Source. The goal: to objectively assess consumption, identify potential savings and structure a medium- and long-term investment strategy, consistent with the Department’s ambitions and the requirements of the Tertiary Decree.

Énergies Réunion’s expertise in project owner assistance

As a project owner assistant specialising in energy performance, Énergies Réunion’s Tertiary & Local Authorities MDE department carried out a comprehensive mission covering several strands.

The energy audit first made it possible to analyse the building’s consumption in detail, based on technical on-site surveys covering the building envelope, systems and uses. The teams then identified the main optimisation levers: solar shading, joinery and insulation for the envelope; air conditioning, ventilation and lighting for the systems; management of equipment and occupancy periods for uses.

Several energy scenarios were then developed, combining packages of works, simulation of savings and techno-economic analysis. This work led to a prioritised multi-year action plan, with a cost estimate (CAPEX) and a projection of the expected savings. The mission also included regulatory support, translating the objectives of the Tertiary Decree and preparing for integration into the OPERAT platform.

Key figures serving an investment strategy

With a floor area of 8,726 m² and a baseline consumption of 836 MWh/year, i.e. 96 kWh/m².year, the Palais de la Source now has a clear roadmap. The audit identified between 15 and 25 concrete actions, with potential energy savings of up to 30 to 50%.

A solid foundation for the future

Beyond the assessment, this mission gives the Department an overall view of the site’s energy performance and forms the basis of a coherent Multi-Year Investment Programme (PPI). It anticipates regulatory obligations and prepares the future project management phases.
