For almost twenty years, Énergies Réunion has run the Réunion Energy Observatory on behalf of the Réunion Region. This shared tool gives local stakeholders a detailed understanding of the island’s energy situation, which is essential for conducting energy and climate policies.

A shared monitoring instrument

The Réunion Energy Observatory (OER), run by Énergies Réunion, is part of the energy strategy led by the Réunion Region and the partners of the Energy Governance. As a tool for monitoring and providing information on the energy situation of Reunion Island, the observatory reflects the partners’ wish to equip themselves with a specific instrument to support energy efficiency and renewable energy development actions, and to evaluate these actions. The OER relies on its Steering Council and its technical committee to validate everything it produces.

Its organisation is based on a partnership charter that sets out its objectives, its missions, its scope of action and the commitments of the signatories. This charter provides for a general secretariat responsible for administrative follow-up, running the scheme and carrying out the actions included in the annual programmes. As the observatory’s main sponsor, the Réunion Region entrusts this mission to Énergies Réunion, in agreement with the other members.

The Energy Balance, our core business

The OER’s flagship project is the Réunion Energy Balance, published every year. At a time when the energy transition is at the heart of future challenges and public policies, this monitoring work, which makes it possible to track indicators, has become a reference for laying the foundations of an effective and relevant territorial energy strategy. The BER aims to provide a snapshot of the energy situation in Reunion Island, measuring the impact of energy consumption and greenhouse gas emissions.

The BER addresses the subject through various criteria: transport, employment, electricity production, greenhouse gas emissions, local resources, etc. This provides cross-cutting data so that any strategy can be adapted to the economic, social or environmental context of Reunion Island.

Running the scheme and bringing it to life

Beyond producing data, Énergies Réunion runs the observatory throughout the year. The agency organises the governance bodies, from the Steering Council to the technical committees that validate the balance, prepares presentation materials and press kits, and maintains memberships of national reference networks such as CITEPA and RARE. The observatory also carries out its missions through talks and contributions with local stakeholders, whether awareness workshops, work on mobility or contributions to publications on ecology.

An approach in constant evolution

After twenty years of existence, the observatory continues to develop its methods and tools. The scope of analysis is widening, with the development of a Life Cycle Assessment (LCA) approach applied to new sectors.

Data collection for the BER is being modernised, with digital tools designed to make gathering and processing easier. Finally, the observatory’s website makes the data available to as many people as possible every year. This capacity for renewal ensures that the OER remains a reliable and lasting tool serving Reunion Island’s energy transition.
