Selected on 8 December 2025 under the Horizon Europe call “Pathways to Resilience” (P2R), The Regional Council of La Réunion is leading the ANPARé project in partnership with Énergies Réunion, Regional Energy and Climate Agency. Its aim is to translate the regional adaptation strategy into concrete action.
The P2R programme supports 100 regions in strengthening their climate resilience. It combines a learning programme with financial support of up to €210,000 over 18 months.
Building on the European CLIMAAX project, the Regional Council submitted its application in August 2025. The selected project, ANPARé (Anticipation et Planification de l’Adaptation à La Réunion / Anticipation and Adaptation Planning in La Réunion), aims to operationalize the work of the GREC Réunion (regional group of climate experts). It also aims to translate the regional climate strategy into concrete courses of action and investments. The project began in the first half of 2026 and will run until mid-2027.
Two priority themes
- Coastal risks and housing resilience. These issues affect 85% of La Réunion’s population and a large share of its economic infrastructure. BRGM, the French Geological Survey, is the Region’s technical contractor.
- The link between heat, health, housing and energy. This strand addresses risks related to rising temperatures, humidity and energy poverty, with particular attention to vulnerable populations. It is led by Énergies Réunion.
Énergies Réunion’s role
Alongside the Regional Council, Énergies Réunion plays an active part in project management. It leads the heat-health-housing-energy strand, with a focus on high schools and social housing. Targeted questionnaires and interviews will be conducted in two high schools, in nursing homes and among older people.
Énergies Réunion also designs and implements the stakeholder engagement methodology. This includes workshops, awareness-raising events and initiatives to engage young people in high schools.
