In Reunion Island, the definition and monitoring of energy policy rely on a partnership between the Réunion Region, the State (SGAR / DEAL / ADEME), local authorities and energy stakeholders. A look back at a coordination and secretariat mission that the Réunion Region has entrusted to Énergies Réunion, placing the agency at the heart of dialogue between the various energy partners and stakeholders.

A partnership body to steer the island’s energy

Energy Governance was born of the public partners’ wish to collectively steer the island’s energy planning. After a first agreement linked to the Regional Climate Air Energy Plan, the signatories reviewed the dynamics of this governance and signed a new framework agreement in March 2024. It brings together the Réunion Region, the State, ADEME, the Departmental Council, SIDELEC and EDF SEI. It redefines the objectives and missions of the body, which now acts as the regional energy committee and monitors the island’s Multiannual Energy Programme (PPE).

The role of Énergies Réunion: secretariat and coordinator

Within this framework, Énergies Réunion acts as secretariat and coordinator. The signatories of the agreement have tasked the agency with providing the secretariat for and coordinating the Strategic Steering Committee, the technical committees and the advisory body, as well as technical support for the leads of the various committees (Energy Demand Management (MDE), Renewable energy, storage and grid (ENR), electric mobility and energy consumption in transport, …). In practical terms, this covers running the bodies, administrative and technical secretariat, organising meetings and schedules, and all the actions that facilitate collective work.

The PPE review, a central project

The review of the PPE is now the main project of this governance. In December 2024, the President of the Region and the Prefect launched, at a press conference, the review of this document, which sets the island’s energy course for ten years. Energy Governance acts as a facilitator for this exercise, and Énergies Réunion has been entrusted with the monitoring and editorial secretariat of the future document, which will cover the 2027-2036 period.

The agency’s work is organised around several strands. On secretariat and coordination, it organises the meetings and workshops bringing together the leads and co-leads of the five technical committees to launch the review work, supports the organisation of the advisory body’s meetings, holds regular meetings with the drafting committee, and prepares and runs the Strategic Steering Committee. Beforehand, it had contributed to drafting a methodological note for the PPE review, to the assessment of the 2019-2028 PPE and to structuring the 2027-2036 report. An assessment entrusted to the agency had also led to an overhaul of the committees’ organisation, designed to match the needs of the PPE and stay as close as possible to the island.

Support on the major strategic documents

Finally, Énergies Réunion supports the Réunion Region in implementing its energy strategy, by contributing to working meetings on the island’s major strategic documents: the Regional Biomass Plan, the Regional Wind Energy Plan, the Regional Marine Energy Plan, the hydrogen strategy and work on the 2050 energy future.
