In Reunion Island, the development of electric mobility is a major lever of the energy transition. But vehicle charging still needs to rely on cheap and truly low-carbon energy. This is the whole point of the project owner assistance (AMO) mission entrusted by CINOR to Énergies Réunion.
CINOR wanted to install 3 electric vehicle charging infrastructures (IRVE) on intermunicipal sites used by the general public. For territorial consistency, the project includes one equipped site in each member municipality (Saint-Denis, Sainte-Marie, Sainte-Suzanne). Énergies Réunion is therefore supporting CINOR throughout the operational course of the project, structured in four phases.
Assistance with selecting the project management team
Based on the preliminary design studies carried out by Energies Réunion and validated by CINOR, Énergies Réunion drafted the complete tender documents (DCE) for the project management (MOE) contract, then validated them in close liaison with CINOR’s technical and procurement departments. Énergies Réunion then supported CINOR in selecting its project management team, analysing the applications and bids received. This phase included assistance during negotiations, as well as the monitoring and validation of the bid analysis report (RAO) with the authority’s technical and public procurement departments.
Preparation of contracts related to the works
Énergies Réunion defined the needs for Technical Inspection (CT) and Health and Safety Coordination (CSPS), drafted the corresponding tender documents, analysed the bids received and assisted CINOR in contracting these missions.
Project design
During this phase, Energies Réunion provided its expertise on the studies carried out by the project management team, on the technical and economic aspects of the project, and on the tender documents for the construction of the charging infrastructures.
Project delivery
During this phase, Energies Réunion assisted CINOR in monitoring the works on the 3 sites until all reservations were lifted, and in validating the interim works statements.
The project resulted in the commissioning of charging infrastructures in the Kub car park (Saint-Denis), the car parks of the Beauséjour music school (Sainte-Marie) and the Sainte-Suzanne media library. In total, the project includes 12 charging points and 2 photovoltaic plants with a combined capacity of 80 kWp.
